OFFICIAL RULES FOR 2014 SEASON
The name of the organization is : Santa Barbara Baseball League,

The work of the Board of Directors is to enforce, understand and accept the rule stipulated by the managers.
1. When a players name is on the line-up and is given to the umpire the player is officially in the game. The game cannot start with out the line-up.
2. The home coach is the one who decides the rules of the field and also if the conditions of the fields are good to play.
3. After the game starts the umpire is the judge, if the game goes on or not if in his opinion the temperature does not permit the game to continue.
4. The game will be forfeit if when the umpire calls “play ball” and the home team can’t put 9 players on the field. The umpire is the one who will call the forfeit not the teams.
a. The umpire waits 15 minutes after the game time appointed.
b.After the game has started and the team does not want to enter the field.
c. If the game is delayed more than on minute after the umpire has called “play ball”.
d.If a managers does not want to take out a player who has been expulsed from the game.
e. If a manager or coach insist on using tactics to make the game go slower than usual.
f. If the manager or coach peruses to violate any rules after the umpire has already called your attention.

5. After the umpire has received the line-up the pitcher who is on the line-up is the one who will have to pitch until a batter gets to first base or gets the first out.
6. THE INTENTIONAL THROW RULE. The umpire can give him a warning. If he sees it was with bad intention he will be taken out of the game.
7. The coach or substitute has to give the change to the umpire before the first pitch. If the change is not given the batter can be called out after the first pitch and if the second pitch is thrown the batter is officially in the game.
8. Each team has 2 visits with each of their pitchers, after the second visit the pitcher has to go out.
9. The pitcher can only hit 3 players per game.
10. The college players can pitch.
11. Each team must have minimum 10 players and maximum 21, including coaches.
12. The last day to register is on the day of the All-Star game.
13. All the registered that arrive late must sign and fill out a release form and pay a $25 fee.
14. Nobody can participate in league games without signing and filling out a release form. Violation of this rule will result in losing the game or games played.
a. If the release form is not turned in on the date assigned there will be a $5 penalty for each day or $5 for each Wednesday. If Sunday comes and you have not paid your penalty you will loose the game without the other team protesting and the penalty will continue until you pay or the league will take action.
15. If the umpire throws any manger or coach out of the game, the Board of Directors will investigate the case and if the person who was taken out deserved to be taken out the board will apply the punishment that is correct.
16. If a player is taken out of a game, he will automatically be given one game of suspension. There will be an investigation to see if there will be more punishment deserved. The second expulsion will automatically be 3 games and a penalty. If there is a third time the league has the right to have the player expelled for the rest of the season.
17. The manager and the coach are the only ones who can demand to the umpire a call that they didn’t think were right. The umpire or the coaches do not have the right to insult each other.
18. During the 2014 season there will be a $20 penalty for every expulsion.
19. Any player, coach, manager who attacks physically an umpire in or out of the field will be penalized or suspended for the rest of the season and will be reported to the police. At the beginning of the next season he can put a petition into the Board of Directors to see if they will let him play.
20. Nobody can participate in any league activity of Santa Barbara if they don’t pay any fees or penalties owed.
21. Nobody can participate under the influence of drugs or alcohol. Violation of this rule will result in suspension and penalty depending on the case.
22. All the players must wear baseball clothes, includes, managers and coaches. Pants, shoes, caps and baseball shirt. The game can be protested if the proper clothes are not worn. Same uniform waist and up.
23. Any team that comes to the field with only 10 players, has the right to use the first player that was taken out for any change made during the game, a only if one of the players has been hurt and can’t continue playing. The umpire will decide if the player can come back in to play.
24. All the managers that are a part of Santa Barbara Baseball League must pay the umpire before the game or before the 5th inning. On the contrary you will be charged a $10 penalty.
25. The game should be played with the baseball in accordance with the leagues rules. Violation of this rule will result in a penalty. D-1PRO
26. The home team in the morning is in charge of fixing the field; the home team during the second game (if applicable) will take charge of fixing the field before and after the game. If the field isn’t fixed there will be a $30 penalty to pay someone to do the work.
27. The umpire as well as the teams has a 15-minute grace period. If the umpire doesn’t arrive in 15 minutes the teams can choose another person to be an umpire.
28. There can only be people in the dugout who have filled out release forms in the dugouts. No minors permitted in the dugouts. Only Bat Boy’s.
29. Only two players can be out of the dugout. The batter who is batting and the batter on deck.
30. The batter at bat and on deck must be wearing a helmet. The runners should also be wearing a helmet if they refuse to wear it the umpire can call them out.
31. The home team in the morning must rake and paint the line. The local team in the afternoon game must fix the field before and after the game; if the league receives a complaint from the schools the home team will get a $30 penalty to pay a person to do the job.
32. All the teams have the responsibility to clean their dugout after each game if their side is opened where they have played.
33. The teams who are in the play-offs who don’t finish the season will not have any rights to any funds if any are left at the end of the season.
34. The Board of Directors will decide what is correct at the end of the season if there is a tie or the season has to end before time. The Board will make the decision and it will be final.
35. The teams who are from out of town and have to be home at Santa Barbara or Carpinteria will have the responsibility to return the bases to the home team. The home team must receive them. The teams that loose them must pay for them. $140
36. Any team that looses any game by forfeit must give two new baseballs and pay the umpire. The other team pays it regular fee.
37. None of the four teams will be able to use any of their pitchers that have not played at least 5 games with their teams during the season. If they are found not telling the truth they will loose the game or games and will be out of the finals.
38. 10 RUN RULE If the visitors has 10 runs or more before the 7th inning the game must go on until the home team bats in the 7th. If the difference is still 10 runs or more the game will end. If the teams don’t find out right away of the difference the game will continue until the 9th. The umpire doesn’t have to umpire the rest of the game.
39. The fare to sell at SBHS is $35, DPHS $15.
40. The protest of the games should be filled with the Board of Directors within 72 hours after the games have finished. The protest requires a $40 deposit if possible with a written document. Which rule was violated the hour the violation happened and the umpire’s signature. After the protest is won $20 will be refunded, if not no money will be refunded.
41. From now on there will be a penalty if a representative is not sent from each team to a meeting.
42. During the finals and championships the rules will be enforced and followed strictly.
43. Teams who use players who impairs other teams will penalized with $50.
44. The finals and championships will be played at SBHS and DPHS. The tied games will be played only in SBHS.
45. Teams who get 3 forfeit games will be out of the season and will have no rights to any funds if any at the end of the season.
46. We are forcing all the Santa Barbara home teams to put up the fence. Whoever does not meet this requirement will have to pay a fine of $75. The majority of managers and the team will take it down. Unless there is only one game, and neither team wants to put it up, there will be no fine.
47. This rule states that if there is any team that is not active and has any credits, they shall be charged before the All-Stars Game. On the contrary the money will be used to fund for other things that need to be purchased during the year.

La liga de beisbol tiene su directiva que incuye:
a. presidente

El trabajo de la directiva es el de ayudar a los equipos a enforzar, entender, y aceptar las reglas estipuladaas por los manejadores.
1. Cuando el nombre de un jugador este en el line-up y se le entregue al umpire ese jugador ya esta oficialmente en el juego.El juego no puede empesar sin el line-up.
2. El coach de casa es el que decide las reglas del campo y tambien si las condiciones del campo son agradables para jugar.
3. Despues que empiesa el juego el umpire es el juez, el es el que hace las decisiones si el juego sigue o si en su opinion las condiciones de temperatura no permiten que el juego sigan.
4. El juego sera forfeit si cuando el umpire llama “play ball” y el equipo casa no puede poner 9 jugadores en el campo. El umpire es el que llama el forfeit no los equipos.
a. El umpire espera 15 minutos de la hora designada.
b. Si se niegan tomar el campo despues de que el juego se haya empesado.
c. Si se dilata mas de un minuto el principio del juego despues que el umpire llame “play ball”.
d. Si se niega a sacar un jugador expulsado.
e. Si insiste usar tacticas para que el juego sea mas lento que lo normal.
f. Si persigue violar cualquier regla despues de que el umpire le haya llamado la atencion.
5. TIRO INTENCIONAL- El umpire puede darle un aviso al pitcher primero, pero tambien lo puede sacar al momento que golpie por primera ves. Si en su opinion lo hizo con malas intenciones.
6. Despues que el umpire haya recibido el line-up antes del juego el pitcher que esta como el abridor tendra que tirar hasta que un bateador llegue a primera o que haga el primer out.
7. El coach o el substituto deben de dar el cambio con el umpire antes del primer lansamiento. Si no lo da antes del primer lansamiento el umpire lo puede llamar out .Despues del sugundo lansamiento el jugador queda legal.
8. Cada equipo tiene 2 conferencias con cada uno de los pitcheres. A la segunda salida el pitcher tendra que salir.
9. El pitcher puede golpear solamente a 3 bateadores por juego.
10. Los jugadores del colegio pueden jugar.
11. Cada equipo debe tener 10 jugadores minimo y 18 maximo.
12. El ultimo dia de registrar es el dia del juego de Estrellas.
13. Todos los registrados que lleguen tarde tendran que ser con una forma de descargo llena y firmada ademas de $25.
14. Nadie puede participar en los juegos de liga sin antes llenar y firmar la forma de descargo. Violacion de esta regla resultara en perdida automatica del juego.
a. Si no entrega la forma de descargo a dicha fecha se les multara $5 por dia o sea $5 por miercoles. Si llegan al domingo y todavia no a pagado su multa perdera el juego sin que el otro equipo proteste y la multa seguira hasta que pague o la liga tomara accion.
15. Si un manejador o coach es expulsado del juego, por el umpire,la directiva investigara el caso y si la persona expulsada merecio la expulcion, la directiva aplicara el castigo que se considere justo.
16. Si un jugador es expulsado del juego, automaticamente se le dara un juego de suspensión. Y si se hara una investigacion para ver si la suspensión merece mas de un juego. La segunda expulcion automaticamente seran 3 juegos y multa. Y si hay tercera vez el derecho sera expulsado por el resto de la temporada.
17. El manejador o el coach son los unicos que pueden reclamarle al umpire alguna llamada en la que no esten de acuerdo, pero tampoco tiene el umpire nie el coach derecho de insultarse ni el uno ni el otro.
18. En esta temporada 2014 automaticamete se le multara $20 por expulcion.
19. Cualquier jugador, manejador o coach que ataque fisicamente al umpire dentro o fuera del campo sera multado, suspendido por el resto de la temporada y sera reportado a la policia. A principio de la temporada siguiente podra poner una peticion para si la liga lo acepta.
20. Nadie puede participar en ninguna actividad de la liga de beisbol de Santa Barbara sin antes pagar las multas o multa que deba a la liga.
21. Nadie puede participar en ninguna actividad de la liga bajo la influencia del alcohol o de drogas. Violacion a esta regla resultara en suspenciones y multas según la gravedad del caso.
22. Todos los jugadores tienen que llevar ropa de beisbol. Incluye manejadores y coaches tienen que traer pantalones, zapatos, cachuchas, y camisas de beisbol. Se podra protestar el juego si es que no llevan la ropa apropiada. Uniforme igual de la cintura para arriba.
23. Cualquier equipo que se presente al campo con 10 jugadores, tendra derecho a usar el primer jugador que haya salido del juego por alguna cambio hecho durante el juego, pero solo si uno de los jugadores que esten en el campo salgan por alguna lastimadura que le impida seguir el juego. Solo el umpire puede justificar el cambio.
24. Todos los manejadoresque pertenescan a la liga de Santa Barbara tendran que pagarle al umpire antes del juego o a mas tarde hasta la quinta entrada, de lo contrario se les cobrara $10 de multa.
25. El juego debe de jugarse con la pelota estipulada por la liga. Violacion a esta regla resultara en multa.D-1 PRO
26. El equipo que es casa en la manana es el encargado de arreglar el campo, y el equipo de casa en la tarde arreglara el campo antes y despues del juego. Si no se le multara $30 para pagarle alguien que haga el trabajo.
27. El umpire igual que los equipos tendra 15 minutos de gracia. Si no llega en los 15 minutos los equipos escojeran a otra persona que sea el umpire.
28. Solo puede haber personas que han llenado las forma de descargo en el dug-out. No se permiten menores en el dug-out. Violacion a esta regla puede resultar en perdida del juego. Solamente Bat Boy’s.
29. Solo puede haber dos jugadores fuera del dug-out. El bateador en turno y el que sigue en el ordende bateo.
30. El bateador que esta al bat y el que esta en el circulo de espera deben de usar casco protector. Igualmente los corredores si se niegan a usarlo el umpire los llamara out.
31. Los equipos que sean casa en cualquier de los campos antes y despues del juego, el equipo de la manana lo tendra que requear y pintar. El equipo local de la tarde tendra que requearlo y emparejarlo. Especiamente las esquinas y en el moticulo. Si se recibe alguna queja por parte de la escuela de que algun equipo no cumplio, el equipo sera multado $30 para pagarle a alguna persona que haga el trabajo.
32. Todos los equipos tienen la obligacion de limpiar su dugout, si se encuentra abierto o el lado donde les haya tocado jugar.
33. Los equipos que esten en play-offs o cuartos de final o que no terminen la temporada regular no tendra derecho a ningun tipo de rembolso si es que hay alguno.
34. La directiva junto con la liga desidera que es lo mas justo al fin de la temporada, en caso de que haya empates, o si como en algun caso la temporada se tuviera que terminar antes de tiempo, en estos casos las desiciones de la directiva seran final.
35. Los equipos de afuera de Santa Barbara que les toque ser casa en la tarde en algun campo de Santa Barbara o en Carpinteria, tendra que entregar las bases al equipo local y los equipos locales tienen la obligacion de recibir las. Equipos que perdan las bases tendran que pagarlas. $140
36. Cualquier equipo que pierda un juego por forfeit tendra que entregar dos pelotas nuevas y la cuota del umpire. El otro equipo pagara su cuota normal.
37. Ningun equipo de los cuatro que llegen a los cuartos de final podran usar picheres que no tengan por los menos 5 juegos jugados con sus equipos. Si estos son encontrados con mentiras perderan el juego automaticamente quederan fuera de los cuartos finales, o sea de la competencia de los playoffs.
38. 10 RUN RULE Si el visitante llega a las 10 carreras o mas en la entrada 7o antes, el juego sigira hasta que el equipo de casa batie su turno en la entrada 7. Si todavia la diferencia en de 10 carreras o mas el juego terminara. Si no se dan cuenta del score inmediatamente el juego seguira hasta las 9 entradas. Es obligacion de los equipos que llevan el score correcto. El umpire no esta obligado a ampallar el resto del juego.
39. La cuota por vender en Santa Barbara es de $35. La cuota por vender en Dos Publos es de $15.
40. Las protestas de los juegos deben ser archivadas con la directiva dentro de 72 horas despues de que haya terminado el juego. La protesta require un deposito de $40 si es possible algo en escrito. Cual regla fue violada, la hora que paso la violacion y la firma del umpire. Despues que se investigue la protesta si la gana se le regresaran $20.
41. De ahora en adelante habra una multa de $20 si un equipo no manda un representante a las juntas.
42. Durante las finales y campeonatos las reglas seran renforsadas y seguidas al pie de la letra.
43. Equipos que usen jugadores no registrados que perjudiquen a otros equipos seran multados con $50.
44. Los juegos de cuartos de final y campeonatos se jugaran en SBHS y DPHS. Los juegos de empates se jugaran en SBHS.
45. Equipos que tengan 3 forfeit quedan fuera de la temporada sin derecho a ningun credito.
46. Se estan forsando a los equipos de casa en Santa Barbara para poner el fenso. El que no lo ponga sera multado con $75. Firmada por la mayoria de los manejadores. El equipo de casa del juego de la mañana pondra el fenso, y el equipo que sea casa en la tarde lo quitara. A menos que haiga solo un juego, y los dos equipos no quieran ponerlo, no habra multa.
47. Está regla dice que si hay algun equipo que ya no esté activo y tenga algun credito debe cobrarlo antes del Juego de Estrellas. A lo contrario se quedara de fondos para cosas que se compran durante el año.

7. El coach o el substituto deben de dar el cambio con el umpire antes del primer lansamiento. Si no lo da antes del primer lansamiento el umpire lo puede llamar out .Despues del sugundo lansamiento el jugador queda legal.
8. Cada equipo tiene 2 conferencias con cada uno de los pitcheres. A la segunda salida el pitcher tendra que salir.
9. El pitcher puede golpear solamente a 3 bateadores por juego.
10. Los jugadores del colegio pueden jugar.
11. Cada equipo debe tener 10 jugadores minimo y 18 maximo.
12. El ultimo dia de registrar es el dia del juego de Estrellas.
13. Todos los registrados que lleguen tarde tendran que ser con una forma de descargo llena y firmada ademas de $25.
14. Nadie puede participar en los juegos de liga sin antes llenar y firmar la forma de descargo. Violacion de esta regla resultara en perdida automatica del juego.
a. Si no entrega la forma de descargo a dicha fecha se les multara $5 por dia o sea $5 por miercoles. Si llegan al domingo y todavia no a pagado su multa perdera el juego sin que el otro equipo proteste y la multa seguira hasta que pague o la liga tomara accion.
15. Si un manejador o coach es expulsado del juego, por el umpire,la directiva investigara el caso y si la persona expulsada merecio la expulcion, la directiva aplicara el castigo que se considere justo.
16. Si un jugador es expulsado del juego, automaticamente se le dara un juego de suspensión. Y si se hara una investigacion para ver si la suspensión merece mas de un juego. La segunda expulcion automaticamente seran 3 juegos y multa. Y si hay tercera vez el derecho sera expulsado por el resto de la temporada.
17. El manejador o el coach son los unicos que pueden reclamarle al umpire alguna llamada en la que no esten de acuerdo, pero tampoco tiene el umpire nie el coach derecho de insultarse ni el uno ni el otro.
18. En esta temporada 2014 automaticamete se le multara $20 por expulcion.
19. Cualquier jugador, manejador o coach que ataque fisicamente al umpire dentro o fuera del campo sera multado, suspendido por el resto de la temporada y sera reportado a la policia. A principio de la temporada siguiente podra poner una peticion para si la liga lo acepta.
20. Nadie puede participar en ninguna actividad de la liga de beisbol de Santa Barbara sin antes pagar las multas o multa que deba a la liga.
21. Nadie puede participar en ninguna actividad de la liga bajo la influencia del alcohol o de drogas. Violacion a esta regla resultara en suspenciones y multas según la gravedad del caso.
22. Todos los jugadores tienen que llevar ropa de beisbol. Incluye manejadores y coaches tienen que traer pantalones, zapatos, cachuchas, y camisas de beisbol. Se podra protestar el juego si es que no llevan la ropa apropiada. Uniforme igual de la cintura para arriba.
23. Cualquier equipo que se presente al campo con 10 jugadores, tendra derecho a usar el primer jugador que haya salido del juego por alguna cambio hecho durante el juego, pero solo si uno de los jugadores que esten en el campo salgan por alguna lastimadura que le impida seguir el juego. Solo el umpire puede justificar el cambio.
24. Todos los manejadoresque pertenescan a la liga de Santa Barbara tendran que pagarle al umpire antes del juego o a mas tarde hasta la quinta entrada, de lo contrario se les cobrara $10 de multa.
25. El juego debe de jugarse con la pelota estipulada por la liga. Violacion a esta regla resultara en multa.D-1 PRO
26. El equipo que es casa en la manana es el encargado de arreglar el campo, y el equipo de casa en la tarde arreglara el campo antes y despues del juego. Si no se le multara $30 para pagarle alguien que haga el trabajo.
27. El umpire igual que los equipos tendra 15 minutos de gracia. Si no llega en los 15 minutos los equipos escojeran a otra persona que sea el umpire.
28. Solo puede haber personas que han llenado las forma de descargo en el dug-out. No se permiten menores en el dug-out. Violacion a esta regla puede resultar en perdida del juego. Solamente Bat Boy’s.
29. Solo puede haber dos jugadores fuera del dug-out. El bateador en turno y el que sigue en el ordende bateo.
30. El bateador que esta al bat y el que esta en el circulo de espera deben de usar casco protector. Igualmente los corredores si se niegan a usarlo el umpire los llamara out.
31. Los equipos que sean casa en cualquier de los campos antes y despues del juego, el equipo de la manana lo tendra que requear y pintar. El equipo local de la tarde tendra que requearlo y emparejarlo. Especiamente las esquinas y en el moticulo. Si se recibe alguna queja por parte de la escuela de que algun equipo no cumplio, el equipo sera multado $30 para pagarle a alguna persona que haga el trabajo.
32. Todos los equipos tienen la obligacion de limpiar su dugout, si se encuentra abierto o el lado donde les haya tocado jugar.
33. Los equipos que esten en play-offs o cuartos de final o que no terminen la temporada regular no tendra derecho a ningun tipo de rembolso si es que hay alguno.
34. La directiva junto con la liga desidera que es lo mas justo al fin de la temporada, en caso de que haya empates, o si como en algun caso la temporada se tuviera que terminar antes de tiempo, en estos casos las desiciones de la directiva seran final.
35. Los equipos de afuera de Santa Barbara que les toque ser casa en la tarde en algun campo de Santa Barbara o en Carpinteria, tendra que entregar las bases al equipo local y los equipos locales tienen la obligacion de recibir las. Equipos que perdan las bases tendran que pagarlas. $140
36. Cualquier equipo que pierda un juego por forfeit tendra que entregar dos pelotas nuevas y la cuota del umpire. El otro equipo pagara su cuota normal.
37. Ningun equipo de los cuatro que llegen a los cuartos de final podran usar picheres que no tengan por los menos 5 juegos jugados con sus equipos. Si estos son encontrados con mentiras perderan el juego automaticamente quederan fuera de los cuartos finales, o sea de la competencia de los playoffs.
38. 10 RUN RULE Si el visitante llega a las 10 carreras o mas en la entrada 7o antes, el juego sigira hasta que el equipo de casa batie su turno en la entrada 7. Si todavia la diferencia en de 10 carreras o mas el juego terminara. Si no se dan cuenta del score inmediatamente el juego seguira hasta las 9 entradas. Es obligacion de los equipos que llevan el score correcto. El umpire no esta obligado a ampallar el resto del juego.
39. La cuota por vender en Santa Barbara es de $35. La cuota por vender en Dos Publos es de $15.
40. Las protestas de los juegos deben ser archivadas con la directiva dentro de 72 horas despues de que haya terminado el juego. La protesta require un deposito de $40 si es possible algo en escrito. Cual regla fue violada, la hora que paso la violacion y la firma del umpire. Despues que se investigue la protesta si la gana se le regresaran $20.
41. De ahora en adelante habra una multa de $20 si un equipo no manda un representante a las juntas.
42. Durante las finales y campeonatos las reglas seran renforsadas y seguidas al pie de la letra.
43. Equipos que usen jugadores no registrados que perjudiquen a otros equipos seran multados con $50.
44. Los juegos de cuartos de final y campeonatos se jugaran en SBHS y DPHS. Los juegos de empates se jugaran en SBHS.
45. Equipos que tengan 3 forfeit quedan fuera de la temporada sin derecho a ningun credito.
46. Se estan forsando a los equipos de casa en Santa Barbara para poner el fenso. El que no lo ponga sera multado con $75. Firmada por la mayoria de los manejadores. El equipo de casa del juego de la mañana pondra el fenso, y el equipo que sea casa en la tarde lo quitara. A menos que haiga solo un juego, y los dos equipos no quieran ponerlo, no habra multa.
47. Está regla dice que si hay algun equipo que ya no esté activo y tenga algun credito debe cobrarlo antes del Juego de Estrellas. A lo contrario se quedara de fondos para cosas que se compran durante el año.
